Naval Expansion under Harrison

Benjamin F. Tracy was secretary of the navy during Benjamin Harrison's administration. His program included the following:

• Acceleration of the steel navy building program initiated under Chester Arthur; a particular goal was the development of a two-ocean navy
• The search for overseas naval bases to serve the growing fleet
• Reorganization of the Department of the Navy.
